Formation
How to form it
Like the Imperfecto de subjuntivo, it comes from the ellos form of the Indefinido: drop -ron and add -re, -res, -re, -remos, -reis, -ren. hablaron → hablare, tuvieron → tuviere, fueron → fuere.
The nosotros form has an accent: habláremos, tuviéremos. The compound form is hubiere + participle: hubiere cometido.
It is easy to confuse with the Imperfecto de subjuntivo: tuviera (imperfecto) vs tuviere (futuro). The difference is one letter: -ra vs -re.

One letter, three forms
hablare — futuro de subjuntivo · hablara — imperfecto de subjuntivo · hablaré — the ordinary future (stress on the end).
The plural works the same way: habláremos — habláramos — hablaremos.
Legal texts
Where you find it
This form disappeared from everyday speech centuries ago. It survives in legal and administrative texts (especially older laws and regulations), in sayings and in solemn formulas. You need to recognise it; use it yourself only for stylistic effect.
It means a hypothetical future: “if at any time someone…”. Today it is replaced by the present subjunctive (after que, quien, cuando) or the present indicative (after si).

Other marks of legal style
Haber de + infinitive expresses obligation in regulations: Los aspirantes habrán de acreditar su experiencia. Formulas: so pena de (“on pain of”), por la presente (“hereby”), el susodicho (“the aforementioned”).

Sayings and solemn formulas
In a handful of sayings and formulas the futuro de subjuntivo is frozen for good. They are not rebuilt; people say them as they have come down — sea quien fuere. Modern versions with the present subjunctive exist alongside them.
The same form is heard in oaths (“and should you fail to do so…”) and in the legal phrase a que hubiere lugar — “as may be appropriate”.

Don’t mix them up
The present subjunctive is impossible after si: not “si alguien altere” but si alguien altera. And don’t slip the -re form into ordinary speech: cuando llegare in a letter to a friend sounds like a parody of an old law.
Other old-fashioned features
A pronoun attached after a conjugated verb: díjole = le dijo, hallábase = se hallaba, sentóse = se sentó. Found in old literature and deliberately bookish style; today the pronoun goes before the verb.
